This position will work to support daily field and office operations.


  • Bachelor's Degree in Business, Engineering, or related field, supplemented by five years of experience in business administration and operations with utility experience preferred.
  • Must possess a Grade II Water Certification from the Alabama Department of Environmental Management (ADEM) or obtain within 12 months.
  • Must possess and maintain a valid Alabama Driver License
  • Must have experience with SCADA systems.
  • Must be able to speak, read and write English.

Essential Functions:

  • Investigates water quality complaints with customers and conducts necessary testing.
  • Assists with updating regulatory plans, and prepares other regulatory reports, submittals, and information as requested.
  • Meets with customers to resolve account and service issues.
  • Review and investigate high usage and no usage accounts.
  • Completes office administrative tasks as assigned including the coordination of surplus vehicles, materials, and equipment.
  • Provides back-up support to billing, customer service, and field services.
  • Assists with selecting and tracking employee continuing education requirements.
  • Assists with GIS mapping and the preparing of exhibits and analysis of data.
  • Inspects construction for compliance with Alabaster Water Board and ADEM standards.
  • Meets and resolves issues with contractors, engineers and survey crews.
  • Reviews submitted drawings and plans for conformance with AWB standards.
  • Notifies Accounting Manager and General Manager immediately regarding unusual events such as equipment failures, suspicious activity, water quality concerns, or unsafe conditions.
  • Assists with development of budget as needed by performing research and obtaining quotes for equipment and services.
  • Manages special projects as assigned.
  • Assures coworkers' adherence to the Water Board's Safety Program.
  • Trains and mentors coworkers and participates in training classes.
  • Meets with customers, developers, and regulatory officials as needed.
  • Participates in community outreach including, but not limited to, Shelby County Water Festival, Alabaster City Fest, presentations to civic organizations, and schools.
  • Assists with the daily operation of the water system.
  • Confers with contractors, developers, and engineers as directed by the General Manager to receive estimates and job costs for water main extensions.
  • Assists with completing fire hydrant flow tests.
  • Confers with the General Manager and assists in coordinating the planning of water distribution systems for new subdivisions; assists in reviewing specifications for proposed water line construction by private developers.
  • Assists the General Manager in inspecting and granting approval or denial of new water system installations.
  • Maintains an adequate inventory of supplies and materials and monitors inventory usage.
  • The Accounting Manager and General Manager assign work in terms of company goals, priorities and objectives. The instructions are very general, requiring the use of independent judgment, problem solving skills and independent research.
  • The work consists of varied project management duties in support of day-to-day operations, water system master planning, and construction projects. Knowledge of ADEM and EPA regulations is required.
  • Assists with the design and implementation of upgrades to the water distribution system.
  • Maintains and updates construction drawings and specifications for work involving the water distribution system.
  • Works in association with Board's consultants to coordinate and determine the most suitable, economical, and appropriate routes for water infrastructure expansions or relocations to meet the current and future need of the Board while considering design aspects of infrastructure, environmental impacts and service areas.
  • Assists with the review of proposed residential and commercial projects with respect to Board requirements, attends project review meetings with the City and interested parties and provides written review comments and direction regarding Board policies and standards, as needed.
  • Coordinates with property owners to negotiate easement agreements for water related projects and coordinates with City, County and State government representatives and other utility providers to obtain necessary permits and authorization.
  • Prepares cost estimates and assists the General Manager in budgeting and updating the capital improvement plan.
  • Drafts and/or reviews policies for more efficient water system operations for implementation.
  • Manages contractors' performance throughout project duration with onsite meetings and inspections.
  • Performs inspections and project management for water construction and rehabilitation projects.
  • Evaluates necessary field changes for construction projects and negotiates change orders with contractors.
  • Documents contract communication and correspondence, maintains organized records, field notes, photographs and inspection reports.
  • Documents and approves monthly partial payment requests.
  • Assists with the evaluation and selection of new software and hardware including billing, meter reading, and work order software.
  • Assists with Water Board initiatives such as meter change out programs, backflow program, GIS mapping, emergency plan preparation and other special projects as assigned.

Licenses and Certifications:

  • A valid state driver's license
  • Grade II Water Certification from ADEM, or obtained within 12 months
